Workshop A — Building a Consultation Roadmap: A Tool Kit for Consultation & Engagement Professionals

This workshop is designed for consultation & engagement professionals in Western Canada who are either new to the role; those who are not new but would benefit from additional instruction on navigating the consultation process, or for industry proponents who want to better understand the duty to consult and how the duty is met on the ground.

Topics of discussion include:

  • Understanding jurisdiction: when are provincial bodies involved (e.g., the Alberta Energy Regulator) versus their federal counterparts
  • Establishing the first steps to take after receiving notice of potential adverse impact from government or industry
    • Verifying the scope of the impact through modern (GIS) and historical knowledge
  • Creating a checklist of the major consultation legal cases, and what they stand for, to support negotiations
  • Ensuring that Treaty and inherent rights to the land are respected and asserted in negotiations
  • Recognizing when adequate consultation has taken place or when it hasn’t
    • Escalating the inadequacy of the consultation: how, and to whom?
  • Documenting your communications with the government, industry, and Indigenous leadership
    • Establishing a system for following up and keeping track of outstanding issues
  • Best practices for writing Statements of Consent or developing foundational principles of operating with industry proponents
    • Understanding how to reference SNC numbers and submit the SOC online
