Is it Time for a National P3 Staging Plan for Major Public Transportation Projects?Moderator:Chris Gauer Panelists:Amanda Farrell Divya Shah Andrew Philip Tom Middlebrook, P.Eng Paul Martin The provincial and federal governments are making a significant investment in urban transit. Projects are moving forward across the country for transit initiatives in BC, Alberta, Manitoba, Ontario and Quebec. Significant investment is also underway in highway infrastructure and regional rail improvements. Given that these projects will require extensive effort in procurement and project delivery it raises the question of whether it is time for a national staging plan for major public transportation projects. If so, how should that be done, and who will decide what happens when; what projects go forward earlier and which will wait their turn? |

The Process of Qualifying and Submitting a Bid – Challenges for Project Companies and OwnersModerator:Rob Pattison Panelists:Vernita Tsang Valerie Blinch Chris Moran Danielle Townley Catherine Doyle Tight timelines, high profile projects, resource constraints and an evolving market: These and other pressures exacerbate the competing (and sometimes conflicting) interests of Owners and PPP/AFP Proponents. Gain insight into some of the most contentious issues between owners and proponents from a panel of experienced PPP/AFP practitioners, including the legal ramifications of submitting a bid, and how Proponents and Owners can navigate them through RFQ, RFP, and beyond. This is an Ideal opportunity for those who may have not yet done an AFP/PPP (or transit) deal to learn how to align interests and objectives to ensure that your project is a success. The panel will focus on specific topics, some of longstanding interest, and some reflecting the evolution of the AFP model. |

Developments in Railway Electrification and Using Innovation to Reduce the Cost of ElectrificationModerator:Andrew Gillespie Panelists:François Maurin James J. Gillies Jennifer Verellen Rail is one of the most energy-efficient transport modes, reflecting the efficiency of mass transit and the environmental benefits it can provide, especially when the mode chosen leverages efficient electric traction. Ongoing development of clean and renewable energy sources will allow the rail sector to offer further environmental benefits. This session will explore electrification, both in terms of feeding systems and power supply systems. Topics to be discussed are the issues and considerations for electrification strategies, from design to implementation, and how R&D has shaped and will continue to shape the electrification landscape. |

The Emerging Role of Airports and Requirements for Transit DevelopmentEileen Waechter Airports are not only important for global passenger and cargo travel, but also have become hubs of economic development and employment zones, increasingly important for global trade and regional economic prosperity. However, hurdles including clogged roads around the airport and poor transit access impact the ability for airports to develop into successful mega hubs. Funding for ground transport and airport-rail linkages is critical for this expanded role. This session will discuss the changing dynamics and emerging role of airports as international transport and public transit hubs and what will be required from governments to address traffic woes, and other hurdles to achieving mega hub status. |

Public and Community EngagementKimberly (Moser) Newhouse Paul Johnson Community engagement promotes the full participation of community members in the decision making process and relies on long-lasting, trusting relationships with community members. What can be used to build and maintain relationships to prepare for participation in transit planning and operations decision-making?
